The charismatic renewal is within the broader institution of the Roman Catholic hierarchy. Edward O’Conner stated, “The position I am going to take is that both charism and institution are necessary to the church and that vigorous, healthy Christianity requires that the resolution of the tension between them, but that it be maintained in healthy equilibrium the institutional sign of Christianity gives it unity, order, and efficacy. The inspiration of the Spirit gives it life, energy, and the very reason for its existence.” Of crucial importance is that justification and authority for the movement are placed within the church. The gifts are given for the renewal and the building of the institutional church. You cannot respond to the gifts without dedicating yourself to the renewal of the institutional church. Catholics understand that ultimate authority in the gifts is derived from the church that regulates them.
