It provides an outline for the book of Acts because it gives them a 3 part strategy for passing on the word of God. They would begin in Jerusalem, then move to Judea and Samaria, and then their word will cover the world. He began by starting a church in Jerusalem where others begin passing the word of God further.

This provides an outline for the book of Acts, because the church was started in Jerusalem. Then, churches expanded to Judea and Samaria. And finally, churches were formed all throughout the Mediterranean.
