The book of Ruth is not a continuation of the OT story that begins from the book of Genesis. But it is a narrative that comes out of nowhere. It does not move the OT story forward but it is a story that narrates the condition of famine in Israel.

A film/movie has a plot that has a starting point with a climax. Similarly, OT is a narrative that keeps moving like a movie with a beginning and a climax. All the books in the OT are closely interconnected with each other narrating one plot (story) after other until it reaches the point where Israel is grown up as a nation and is going through various struggles such as invation and exilation.
